Adaptation

Adjustment in natural or human systems in response to actual or expected climatic s t i m u l i or their effects, which moderates harm or exploits beneficial opportunities. Various types of adaptation can be distinguished, including anticipatory and reactive adaptation, private and public adaptation, and autonomous and planned adaptation.

Adaptation Costs

Costs of planning, preparing for, facilitating, and implementing adaptation measures, including transition costs.

Adaptive Capacity

The ability of a system to adjust to climate change ( i n c l u d i n g climate variability and extremes) to moderate potential d a mages, to take advantage of opportunities, or to cope with the consequences.

Anticipatory Adaptation

Adaptation that takes place before impacts of climate change are observed. Also referred to as proactive adaptation.

Autonomous Adaptation

Adaptation that does not constitute a conscious response to climatic stimuli but is triggered by ecological changes in natural s y stems and by market or welfare changes in human systems. Also referred to as spontaneous adaptation.

Bear Losses

Cost bearing might be observed when the cost of adaptation would appear higher than the anticipated loss or the impacted human system would not have any capacity to respond.

Capacity

The combination of all the strengths, attributes and resources available within a community, society or organization that can be used to achieve agreed goals. Capacity may include infrastructure and physical means, institutions, societal coping abilities, as well as human knowledge, skills and collective attributes such as social relationships, leadership and management.

Climate Change

Climate change refers to any change in climate over time, whether due to natural variability or as a result of human activity. This usage differs from that in the United Nations Framework Convention on Climate Change (UNFCCC), which defines “climate change” as: “a change of climate which is attributed directly or indirectly to human activity that alters the composition of the global atmosphere and which is in addition to natural climate variability observed over comparable time periods.” See also climate variability.

 

Coping Capacity

The ability of a system (natural or human) to respond to and recover from the effects of stress or perturbations that have the potential to alter the structure or function of the system.

Coping Range

The variation in climatic stimuli that a system can absorb without producing significant impacts.

Existence of Safety Margins

Strategies that reduce vulnerability at negative, null, or negligible cost. The existence of such strategies to manage sea level rise or water investments are practical application.

IWM Integrated Water Shed Management

The process of managing human activities and natural resources on a watershed basis. This approach allows us to protect important water resources, while at the same time addressing critical issues such as the current and future impacts of rapid growth and climate change.

Mainstreaming

Mainstreaming (or integrating) climate change in planning and decisionmaking processes is a crucial tool to ensure climate change adaptation and poverty reduction are implemented hand-in-hand. This approach involves taking into account risks and opportunities while putting in place adaptation measures that are attuned to the long-term vision of development.

Planned Adaptation

Adaptation that is the result of a deliberate policy decision, based on an awareness that conditions have changed or are about to change and that action is required to return to, maintain, or achieve a desired state.

Prevention

Actions to prevent climate change and decreasing the factors that contribute to climate change

Private Adaptation

Adaptation that is initiated and implemented by individuals, households or private companies. Private adaptation is usually in the actor’s rational self-interest.

Public Adaptation

Adaptation that is initiated and implemented by governments at all levels. Public adaptation is usually directed at collective needs.

Reactive Adaptation

Adaptation that takes place after impacts of climate change have been observed.

Resilience

Amount of change a system can undergo without changing state. The ability of a system, community or society exposed to hazards to resist, absorb, accommodate to and recover from the effects of a hazard in a timely and efficient manner, including through the preservation and restoration of its essential basic structures and functions. The resilience of a community in respect to potential hazard events is determined by the degree to which the community has the necessary resources and is capable of organizing itself both prior to and during times of need.

Reversible Flexible Policy

reversible and flexible measures in order to obtain energy efficiency, review and investigate the technological options and the international experiences

Risk

Disasters put hard won development achievements at risk, reversing economic growth and progress towards the elimination of poverty; cause environmental damage; and result in human suffering. Investing in disaster preparedness before a natural hazard occurs reduces the need for humanitarian action. Every dollar spent on preparing for disasters saves around seven dollars in economic losses.

Sensitivity

Sensitivity is the degree to which a system is affected, either adversely or beneficially, by climate-related stimuli. The effect may be direct (e.g., a change in crop yield in response to a change in the mean, range, or variability of temperature) or indirect (e.g., damages caused by an increase in the frequency of coastal flooding due to sea level rise).

Share losses

Sometimes preparing to share the anticipated losses among the stakeholders may be more preferred than the other available adaptation options. Provision of insurance has already shown how such a measure may be adopted.

Sustainable

Development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

Vulnerability

The degree to which a system is susceptible to, or unable to cope with, adverse effects of climate change, including climate variability and extremes. Vulnerability is a function of the character, magnitude, and rate of climate variation to which a system is exposed, its sensitivity, and its adaptive capacity.
